This paper presents the use of multi-criteria decision-making (MCDM) for evaluation smart cities. During development method, importance approach in linear ordering cities was presented. The method using Technique Order Preference by Similarity to Ideal Solution (TOPSIS) proposed preparation ranking. verified application measurement energy performance authors conducted a literature review research papers related urban and MCDM published period from 2010 2020. uses data World Council on City Data (WCCD). allowed identification most popular techniques field such as TOPSIS, AHP DEA. TOPSIS technique used organize group analyzed Porto took top position, whereas Buenos Aries last.
